Managers have a business opportunity to provide training in performance management techniques to manage turnover and absenteeism.

Yes you can.  Strategic cultural change using quality assurance business management techniques, positive recognition, voluntary extra effort, creating a fair company that one is proud to work for, ALL contribute to better performance management of the enterprise.  When you have an employee turnover, make it the one who's a slacker and a source of rework and customer dis-satisfaction.  Let it be the one that's a "barb under the saddle" of decent, well intentioned employees.  Set the stage for borderline contributors to be better.
